It means the original message used quoted-printable encoding, but whatever
you're reading mail with didn't observe that. In q-p, the character '=' is
used to indicate encoded characters, so when a real '=' needs to be shown,
it's encoded as '=3D'. '3D' is the '=' character in hex (base 16). So '=3D'
means "the next thing is encoded, and it's character '3D'".
If we're referrring to the message from Ronnie, that message was correctly
formatted when I got it, and I saw '?v=-OqJAWhtZag'
on my screen, not '?v=3D-OqJAWhtZag'.
